Handbook Policies and Procedures
All ParticipantsIntramural sports are scheduled competitive and recreational activities. Intramural activities are offered for both men and women. Participants may choose from individual, dual or team activities. Male, female, and coed activities are organized into various skill levels for the enjoyment of the participant. In almost every sport there will be an option to play either recreational or competitive league.
How Do I Get Involved?Intramural teams are formed through common bonds or associations within the community of Georgia State University, such as: - Fellow friends and classmates at Georgia State
- Residence Halls (contact your CA)
- Fraternity/Sorority Associations
- Campus Organizations (social and educational)
- Free Agents - Students who do not have a team to join can sign up on the free agent list and can be selected by captains of other teams.
Free Agent PlayersFor those looking to play on an Intramural team or dual event but do not have the full compliment of players or are just looking to join a team should sign up as a FREE AGENT for that event. Free agents may be placed on teams who are looking for extra players. The remaining free agents will be used to join their own team. To sign up as a free agent, go to the registration page.
Entry FeesIntramurals is pleased to offer its general programming free to current students of Georgia State University. Faculty and Staff of Georgia State University receive intramurals free that are run on our campus, but events that take place at rented facilities (e.g. golf, bowling, etc) will require a fee. Golf tournaments may require a fee for use of carts and practice balls for all participants.
**NEW POLICY - Team sports/events may require a forfeit fee. Please see section below on forfeit fees.**

- Click 'IMOnline' for your desired sport/event and sign up as a free agent or team. Please be sure to read all instructions before registering.
- Be sure to attend any mandatory meetings for the sport you are signing up for and get your entry (and payment if required ) in before the sign up deadline.

Team Sport CaptainsThe primary duty and responsibility of the team captain is to organize teams and individuals into competition prior to the specific sign up deadlines.
Additional duties of the captain include:
- Keeping members of your team informed of all intramural activities and rules while also promoting participation.
- Representing your team or organization at the appropriate intramural captain meetings.
- Notifying your team participants of the time and place of scheduled activities.
- Being familiar with all intramural eligibility rules so that your team can adhere to them. Player eligibility is the captain’s responsibility. Rules and regulations regarding player eligibility are found in this handbook. However, any questions regarding player eligibility should be directed to the Intramural Coordinator.
- Maintaining your name, current phone number, e-mail, and current address with the Intramural Office.

EligibilityThe Intramural Sports Program is open to all students, staff and faculty according to eligibility guidelines listed below. The basic purpose of the eligibility rules is to provide an equitable program for all participants. The rules have been drawn up as a guide for enjoyable participation. Therefore, the “spirit of the rules,” is extremely important and if each participant is willing to abide by the rules, the net result will be a better intramural program for all.
- Students - All students must be currently enrolled at Georgia State University and paid the semester Student Activity Fee. All students must show a valid student Panther ID at all Intramural events.
- Faculty and Staff - Must be currently employed by Georgia State University
- Current Intercollegiate Team Members - Current varsity, junior varsity, “Red Shirt,” scholarship, or transferring student athletes shall be ineligible to participate in the same sport, or related sport (see below), in the intramural program. This athlete is also ineligible to participate while their sport is in “season.” Exception granted if athletic coach allows.

- Former Intercollegiate Team Members are not allowed to play the same or related sport in the same academic year. Only one former varsity player may be on a roster of the same/related sport.
- Professional Athletes cannot participate in the same sport, or related sport, in the intramural program.
- Sports Clubs Members are allowed to play, but no more than two (2) members of a Sports Club team may play for any intramural team in their related sport.
- Assumed Name - A player competing under an assumed name will be barred from intramural competition for a calendar year.
- Co-op Students are eligible as long as they have paid their Student Activity Fee.
- Alumni and Friends of the University are not eligible for Intramural play.
- Playoff Tournament Eligibility - No player may be added to a roster once the play-offs have begun. Only players on the regular season roster will be eligible to play. It is the duty of the team captain to be sure the roster is accurate before heading into the play-offs.
- Single Team Participation - It is illegal for any person to play on more than one team in a sport. The rule is imposed at the time of sign-up. Penalties: The second team that he/she has played on will forfeit the games in which he/she signed in on. Further penalties will be at the discretion of the Intramural Coordinator. Exception: Co-Rec Play- a participant may play on a Co-Rec team in one sport and another single gender team in the same sport. This will be allowed as long as it is not another Co-Rec team. Example: If you play on a Fraternity softball team you can also play on a Co-Rec softball team.

Contest ProceduresPlayer Registration - Participants must present proper identification in order to be eligible to participate in the intramural sports program. All students must present a valid Georgia State University ID card and all faculty/staff members are required to present a Faculty/Staff ID card in order to participate in any intramural activity. In the event that a student has lost an ID card, he/she must have proof of identification (government issued picture ID) and proof of enrollment at Georgia State (such as class schedule). In the event that a faculty/staff member has lost an ID card, he/she must have proof of identification (government issued picture ID) and proof of employment. Once a participant has legally shown his/her ID the first time for a sport, any government issued picture ID will be sufficient any time after for that particular sport. Each participant must sign a waiver for each outdoor sport. Students are not permitted to use another student's Panther card to sign in to play. If found to be using someone else's card, both the player who signed in and the name on the Panther card will be deemed ineligible for Intramurals for at least one full semester and possibly one year.
Minimum Number of Players - In team sports, a team may play with less than the regulation number of players. The minimum number of players needed to play will be indicated in the rules for those sports. After the scheduled time of a contest has passed, the contest must begin as soon as both teams have the minimum number of players required to play. Certain sports have grace periods. See specific rules for those sports for more information.
Rescheduling/Mutual Postponements - Due to facility availability concerns, rescheduling of Intramural contests are strongly discouraged. However, if a team is unable to attend a scheduled contest but desires to play the game at another time or date, it might be possible to reschedule. However, the Intramural Office cannot guarantee a new playing time. Requests for rescheduling must be received at least five (5) working days in advance of the originally scheduled contest. In tournament play, postponed contests will be rescheduled within a period of time, which will not delay progress of the tournament itself.
Playing Times - When a team registers for a sport they will be asked to choose their preferred playing times. This is only a request and will be honored as best as possible. The Intramural Office tries to schedule games at times requested by participating teams. This is not always possible and there is no guarantee of a requested playing time.
Forfeits - Forfeits are declared at game time if a team has no one signed in. If a team has at least 1 participant signed in, but doesn't have the minimum numbers of players needed to start, the team has 5 minutes to get those needed players. If after those 5 minutes the team still does not have enough to play, the game will be declared a forfeit. If a team forfeits twice in one season they are removed from the schedule.
For major league sports (flag football, soccer, volleyball, softball, & basketball), all teams will be required to pay $50 in the form of a check before or at the captains meeting for that sport. All checks will be made out to "Georgia State University". A team will not be allowed to play until the check is received. If a team forfeits, the check will be kept. If the team does not forfeit/no show, the check will be returned to the captain.
We ask that you do not congregate in parking lots, hallways or any distance from the playing area. Always have your players at the assigned court/field at least 15 minutes prior to the start of the contest for check-in.
Equipment Responsibility - The Intramural Program will provide the equipment for the various Intramural activities, except for softball gloves. It is the responsibility of the participants to return all equipment loaned to them by the Intramural Program. Lost or stolen equipment is cause for payment for the damaged or missing equipment.
POLICY - For flag football, soccer, & basketball, all teams are required to provide their own jerseys with numbers on the back. Players on the same team must wear like-colored jerseys with different numbers. For Flag Football, jerseys must be long enough to be tucked in the shorts or must be short enough to be 4" above the waistband. A team will forfeit a game if they do not have proper jerseys. TAPE CANNOT be used for numbers. Numbers must be written or printed, and legible. In the event that two teams who play each other wears the same colored jerseys, a coin toss will be used to determine who has to check out jerseys from the intramural staff. Inclement Weather - In the event of inclement weather it is the responsibility of each team representative to contact the Intramural Office concerning the status of play for the date in question. Call 404.241.1055 to check status on Panthersville events.
Playing Conditions - Decisions regarding playing conditions will not be made prior to 2:00 p.m. on weekdays and 10:00am on weekends. Please do not contact the Intramural Office prior to that time.
Rosters - Names can be added to a roster in only the following manners: - An individual player stopping by the Intramural office with their valid Panther ID and having their name added to a team roster. No other ID will be accepted as proof of identity.
- Showing up to a game and signing-in on site with a valid Panther ID. This step will only be allowed up till the end of the regular season. No new names may be added to the roster once the last regular season game ends.
Individual Sport Participants Individual and dual sport participants are asked to keep the Intramural Sports Office informed of all results, and to check their schedules regularly so that necessary contact can be made with opponents as required. Scores not reported 24 hours after completion of the contest are subject to forfeit.
Post Season PlayThe top teams who are eligible (see below for sportsmanship requirements) in each division will advance to play-offs at the conclusion of the regular season. Number of teams in post-season depends on how many teams are registered. No team with a forfeit will be allowed in post-season play despite their final record and/or standing.
TIES in division play will be settled the following way:
A. Teams with a forfeit, or have a sportsmanship rating average lower than a B (2.67), are eliminated from consideration. B. Ties will be broken on the basis of head to head competition. C. If three or more teams are tied, we will look at head to head first, then break the tie with point differential, taking the scores of the respective teams involved versus each other.
During playoffs, if a team receives a D (0.67) or lower in one (1) game, the team is automatically eliminated from the playoffs.
Protest ProcedureProtests - those based on decisions involving a judgment call by the official will not be allowed. The Intramural Office will accept only two types of protests for consideration:
1. Eligibility- protesting the eligibility of players will be the responsibility of the individual team or team competing. Matters concerning player eligibility must be filed prior to the end of the regular season. During tournament play, player eligibility protests must be submitted at the start of the game or when the player in question arrives at the game site. 2. Protests concerning interpretation of playing rules, that is, failure of an official to apply for proper rule, penalty or violation to a given situation.
Whenever a matter of protest arises during a contest, the captain of the protesting team must notify the official and the opponent of their protest before the next live ball. Failure to lodge a protest in this manner will void the protest.
- Under notification of a protest, the official in charge will suspend play. - The protesting captain will state the basis for their protest. In turn, the official will explain the basis of their decision. - If the protesting party wishes to appeal the decision of the official in charge, he/she must request that the field or court supervisor review the decision before play resumes. - The supervisor will either render a decision on the question or refer the protest to the Intramural Coordinator or Graduate Assistant (if one is on staff at the time), after which time play will resume. - If the protesting party is still not satisfied with the decision, he/she must fill out, along with the court/field supervisor, a PROTEST FORM. The game will then resume play from that point. The player/team filing the protest must meet w/ the Intramural Coordinator within 24 hrs of the game's completion. The protest fee of $50 must be presented at the meeting.
Any protest filed during a playoff game will be decided at the time of the protest.
If a formal protest is upheld, the protest fee will be returned and the game will be replayed from the point at which the improper decision was made, or in its entirety in order to correct the error. If the protest is denied, the fee will be donated to the IM pogram and game result will stand. This decision lies solely with the Intramural Coordinator. Individual players found to be ineligible shall automatically cause a forfeit for the game in which they participated as well as all other games in which they participated.

Player Conduct & SportsmanshipAt the completion of each game, the officials, scorekeepers and supervisors working the event will rate the teams for their Sportsmanship Rating. This is based on the attitude and sportsmanship of the players, fans, and coaches before, during, and after the game towards other players, fans, coaches, and Intramural Staff. The scale ranges from A to F; A being equated with the best behavior and sportsmanship and with F being poor behavior and sportsmanship. Any team with an ejected player cannot receive above a C+ grade.
Teams must have at least a B average grade to be eligible for post-season play.
During playoffs, if a team receives a D or lower in one (1) game, the team is automatically eliminated from the playoffs.
Some sports/events have standard deductions for sportsmanship associated with it.

Sportsmanship Infraction (S.I.) = 1 unsportsmanlike penalty in flag football OR 1 unsportsmanlike technical foul in basketball OR 1 unsportsmanlike yellow card in soccer
All other team sports, even though they do not have automatic deductions, still closely follow the model.
Start in the appropriate range based on the number of S.I.'s. Then adjust accordingly, based on other behavior problems that did not warrant an infraction.
Things that are included in the grade: Coaches, trash left behind on team bench, and other items deemed necessary.

*Sportsmanship related infractions are the ones that effect your rating. Administrative infractions do not effect your rating.
Any participant who is ejected from a contest for unsportsmanlike or abusive conduct will be ineligible for ALL intramural sports/events. The participant must meet with the Intramural Coordinator before being allowed to play again. The standard suspension for any ejected player is 1 game. The ejected individual may also face further suspension once the Intramural Coordinator reviews the situation. All participants ejected from contests must meet with the Intramural Coordinator before reinstatement.
Sportsmanship is vital to the conduct of every Intramural contest. Officials, administrative personnel and supervisors shall make decisions on whether to warn, penalize, or eject players or teams for poor sportsmanship in order to encourage proper conduct during games. These decisions are final. The Intramural Coordinator will rule on further penalties as a result of unsportsmanlike conduct. Before an ejected player is allowed to participate in further competition, he/she must report to the Intramural Coordinator. Penalties range from:
· Warning · Suspension for one or more games · Suspension for the balance of the season · Suspension for remainder of the semester, year or remainder of tenure at Georgia State · Referral to the Dean of Students for further disciplinary action.
The following may be considered as evidence of unsportsmanlike conduct: profanity; unnecessary delay of the game; striking or shoving an opponent; arguing with officials concerning decisions (discussion is allowed as long as it is done in a mature manner by the team captain); possession of alcoholic beverages, illegal drugs or narcotics; derogatory and abusive remarks toward an opponent or official; touching an official; any action with the intent to physically injure an opponent or official; any action which may potentially cause equipment or facility damage or any action which shows disregard for the rules or policies of the Intramural Program.
** These policies do NOT stop at the end of the game. The policies are in effect until the participant has left the Intramural event. **
Each student participating on a team should choose his or her team members carefully. All team members will suffer the consequences of any disciplinary action taken by the Intramural Office and Recreational Services against that team for violation of the Intramural rules.
A team captain is responsible for actions by an individual member of the team and/or for spectators directly related to the team. The conduct of the players and spectators before and after the game is just as important as the conduct during the game. An organization will be held responsible for its conduct at these times as well as during the game.

Injuries and InsuranceParticipation in the Intramural program is completely voluntary. Intramural sports and similar activities intrinsically involve risks of physical injury greater than those in daily life, and by taking part in sports and other activities, participants acknowledge and assume risks inherent therein. When you register for classes at Georgia State University, part of your registration fee is applied to the Mandatory Student Accident Policy. This policy supplies excess or secondary accident coverage. That means that if you currently have insurance—either your own or through your parents—you first must file a claim with your insurance company. If your insurance does not pay the entire bill, you can then file a claim against the Mandatory Student Accident Policy at Georgia State.

Panthersville Recreation ComplexGeneral Facility Policy
- NO Smoking or use of tobacco products is allowed anywhere on the premises.
- NO Alcoholic Beverages are allowed anywhere on the premises.
- NO Pets are allowed anywhere on the premises, except for animals providing assistance to disabled users.
- NO Golfing is permitted anywhere on the grounds.
- NO Profanity will be tolerated. Anyone using inappropriate language or behaving offensively will be asked to leave the property.
- DO not litter. Participants should use trash containers and not leave any trash or garbage on facility grounds.
- Department of Recreational Services is not responsible for any personal items left unattended and/or unsecured.
- Parking should be confined to the paved or graveled areas only. Parking on grass or dirt is prohibited.
- Anyone who does not follow the policies will be asked to leave the property and could face further disciplinary actions.
Reservation Policy
Reservations may be made through the Department of Recreational Services

- All reservations must be approved by the Department of Recreational Services AND the Intramural/Sport Club Coordinator.
- Reservations must be made at least 72 hours in advance.
- Anyone making a reservation must go through an informative meeting as a part of the approval process.
- The Department of Recreational Services reserves the right to close the facilities for maintenance, preservation of the fields, or cancel any current reservations with a 48 hour advance notice.
- Facility use will not be available during University holidays.
- The Department of Recreational Services reserves the right to close the use of the facility due to inclement weather.
Priority System

- Reservations – Only chartered student organizations, university affiliated groups and departments may reserve the facility.
**The facility is not open for public use nor is it available for open recreational play.**
Fees
- Security: The use of Georgia State University Police personnel may be required at functions deemed necessary by the Director of Recreational Services, the Intramural/Sport Club Coordinator, or the Georgia State Police Chief. Contact the Georgia State Police Department (404.413.2100) to find out the hourly rate for having personnel on site. These charges will be in addition to all applicable event facilitation service fees.
- Supervisory Fee: An hourly supervisory fee of $15 per hour per staff person will be charged for use of facilities prior to and following the normal operating schedule.
- Damage/Clean-up: Any cost for clean-up and/or repairs beyond that of normal use and wear shall be the responsibility of the user. All fees assessed for damages and/or clean-up shall be made payable to Georgia State University.
- Support Services & Personnel: Groups that have field (painted/chalked lines), equipment (bases, cones, flags, etc.), and staff (officials, scorekeepers, etc.) needs should make arrangements through the Intramural/Sport Club Coordinator. There will be fees associated with some field preparation and for all staff.
- Cancellation/Refund Policy: Cancellation less than 48 hours will be billed the supervisory cost of that event. Refund of the supervisory fee will only be given if a cancellation is made at least 48 hours prior to the scheduled event. Events scheduled for Sundays must be cancelled by the close of business on Friday afternoon to get a refund. To cancel, call 404.413.1750.
Employment OpportunitiesIntramural Official - The official is the backbone and one of the most important jobs within the Intramural Program. Individuals can be assured that this job will provide an escape from the pressures of school and allow one to interact with their fellow students while learning many of the skills that will enhance the student’s education. The Intramural Program hires and trains officials for all sports and allows members to become part of a team, meet new friends, have an outlet for support, and have a voice within the Intramural Program. No experience is necessary to become an official. Intramural Scorekeeper - The scorekeeper is an essential part of the intramural program. Scorekeepers keep the score and statistics of games as they are played. They are also responsible for making sure players are signed in and ready to play.
Intramural Supervisor - The supervisor is responsible for actively supervising the intramural activities, facilitate play area openings/closings, record results, and troubleshoot problem areas. The supervisors work closely with the Intramural Graduate Assistant(s) in coordinating and implementing programs and special events. They have the responsibility of staff supervision and customer relations in ensuring a quality program for the Georgia State environment.

SPIRIT OF COMPETITION Sport activities find their origin in the basic human need for the spirit of the play. Winning and losing are mere outcomes of this play spirit. What is part of the game is the pure satisfaction of participation (fun, fitness, friendship, stress release, etc.). Without your opponent, you have no game, no contest, and no fun. You are indebted to them, as they are to you. The spirit of the play, then, is based on cooperation. Upholding high standards of integrity and fair play acknowledges this idea of cooperative competition. All players are encouraged to exercise good judgment in caring for the safety of others as well as themselves. At Georgia State University, an intentional violation of the rules is considered cheating and a gross offense against the spirit of competition.
