Rules and Regulations
1. Eligible Intramural Participants: Currently enrolled fee paid students and currently employed faculty/staff.
2. Players must show their own Panther ID to enter the scorebook for each and every game. To enter the Student Recreation Center you must have an ID. No exceptions will be made or entry allowed without the ID. Random player and team student/staff verifications will occur. Teams found with an ineligible player will forfeit all games that the player participated in. This will also result in the forfeit rule to be in effect.
3. Players may play on 1 team only. Once a player has been checked in for the team, then they are officially registered for that team. If found playing on a second team, then all games played for that second team will be forfeited for that team. The forfeit rule will be in effect. The player will be expelled from the league and is subject to further discipline. EXCEPTION: Participants are allowed to play in the CoRec division and the Men's OR Women's division.
4. **NEW RULE** The game will be played by teams of 6 players each. 5 court players and one goalie. You must have 5 players to start a game. The 6th person can be added anytime. You can finish a game with less than 5 players, as long as the referees determine you have a chance to win and no one's physical well-being is compromised. For Co-Rec, you can have as many females as you want on the court up to 6, but the maximum number of males you can have on the court is 3.
5. The ball cannot be dropkicked, punted or thrown across half-court in the air by the goalkeeper. The ball can be placed on the ground and kicked anywhere.
6a. **NEW RULE** The goalkeeper can play the ball with his/her hands only if the ball is in the plane of the goalie box.
6b. **NEW RULE** The goalkeeper CANNOT play the ball with his/her hands if the ball is passed to them by their own teammate.
6c. **NEW RULE** Any defensive player who intentionally makes contact on the ball with his/her hand in the goalie box, the player will be issued a yellow card, along with a penalty kick for the other team.
7. Any ball that goes out of the field of play, gets stuck in the net, hits the scoreboard, or hits the ceiling will be treated as going out of bounds. The team who did not touch the ball last will get a direct kick at the point of leaving the field of play.
8. If any player receives 2 yellow cards or 1 red card during a game, he/she will be ejected from that game. If any player receives more than 2 yellow cards during the season, he/she will automatically have to sit out at least the next game. Any player receiving a red card will automatically have to sit out at least the next game. If ejected, that player must meet with the Intramural Director before being allowed to play in further games. It is the player’s responsibility to schedule the meeting with the Intramural Director. The meeting must take place in the Director’s office the next day at the earliest.
9. The game will consist of two 15-minute halves with a running clock. The clock will only stop for injuries and on all whistles during the last 1 minute of the 2nd half. There are NO timeouts. There will be NO extra time added for any reason.
10. **NEW RULE** Substitutions can be done at any time. The player leaving court must be off before the substitute can come on the court. If the substitution is not done properly, the team will be issued a yellow card. If a team receives two (2) yellow cards for illegal substitutions, the team will have to play with 1 less player. For each illegal substitution after the 2nd, a team will play with 1 less player.
11. Bench clearing: Automatic forfeit for the team whose players clear the bench.
12. Only players are allowed in the bench areas. All spectators must remain in the spectator area.
13. If a game ends in a tie, we will have a 3 minute sudden-death overtime. If still tied, then a penalty kick shootout will occur. Each team will get 3 attempts from 3 different players. If still tied, each team will alternate 1 shot each until one team takes the lead. Each team will be allowed an equal amount of attempts. Anyone can be the goalie during the shootout, but the same player must be goalie the entire time. The goalie can be one of the 3 to shoot.
14. At half time or any point during the 2nd half there is a 7-goal difference in the score, the game will be called at that point. If there is a 5-goal difference at 2 mins left in the game or any point after, the game will be called.
15. It is advised that players wear shin guards. There will be some for your use that can be checked out through the IM Supervisor on duty.
16. There are no offside calls and all kicks are DIRECT kicks. Players must wait for whistle before play resumes. A whistle will stop the play and a whistle will begin the play. The player must wait on the 2nd whistle.
17. Sliding by anyone (other than goalie in and around his/her box) will result in a violation. If contact is made with another player while sliding, the player will receive a yellow card, or a red card if considered dangerous by the referees. Sliding which causes another player to jump out of the way could also receive a card. There does not need to be contact to receive a card. This is a judgment call and CANNOT be protested.
18. After each game, both teams will be given a SPORTSMANSHIP RATING by the officials, scorekeepers, and supervisors. This is on a scale of A to F, with the best sportsmanship being A. This is based on the attitude and sportsmanship of the players, fans, and coaches before, during, and after the game towards other players, fans, coaches, and officials. A team's AVERAGE rating for all regular season games must be at least a B to be eligible for playoffs. During playoffs, if a team receives a D or lower in one (1) game, the team is automatically eliminated from the playoffs. The Intramural Director reserves the right to make exceptions. (See the "Player Conduct & Sportsmanship" section in the
Handbook for more information)
19. Please arrive 15 mins before scheduled game time to allow for each participant plenty of time to sign in. If no one is signed in at game time, a team will receive a loss and “Forfeit”. If a team has at least 1 member signed in at game time, the team gets a grace period, and the game clock will start and they will have 5 mins to get the minimum number required to start a game (4) signed in. If they do not have at least 4 signed in after 5 mins, they will receive a loss and a “Forfeit”.
- 2 “Forfeits" during the season = No playoffs & dropped from the schedule.
20. Teams must submit a "forfeit fee" of $50 before or at the mandatory captains meeting in order to be placed into the schedule. A team will be not be placed into the schedule if the money has not been submitted. If the team forfeits at any point during the season or playoffs, the money will kept and deposited into the Intramural account. If the team does not forfeit at any point, the money will be returned to the team. A check (no cash) of $50 made out to "Georgia State University" should be submitted to the Intramural Director in Suite 200 of the Student Recreation Center.
21. Teams are required to provide their own like-colored jerseys with numbers on the back. Players on the same team must wear jerseys with different numbers. A team will forfeit a game if they do not have proper jerseys. TAPE CANNOT be used for numbers. Numbers must be written or printed, and legible. In the event that two teams who play each other wears the same colored jerseys, a coin toss will be used to determine who has to check out jerseys from the intramural staff.
22. At halftime, teams will switch benches. Each team's bench will always be on the same side of the court as the goal they are defending.
